The three duties and the fiscal base

The state has three duties, protect the person, provide the floor, and correct the frame. Its fiscal rule is to fund the state by capturing operationally identifiable unearned rent and priced cross-boundary harm, not by taxing earned labour as the primary base. This is fiscal engineering, not charity. A durable treasury rests on a flourishing people, because rent can only be harvested from a functioning social body: immiserate the body and the value-flows collapse, and with them the revenue.

The separation of earned return from rent is not perfectly observable. Axiacracy therefore limits capture to published categories with observable signatures, confidence bounds, appeal, transition rules, and periodic review. Legitimacy and solvency remain the same variable: a state that lets its people fall into want does not merely fail them morally; it dissolves its own fiscal base.

Land, data, spectrum, monopoly, and compute rents may grow as automation grows, while wage finance contracts. But earned return and rent are not perfectly separable: capture is limited to published categories with observable signatures, confidence bounds, appeal, transition rules, and periodic review. The floor is not charity but the foundation of the fisc; legitimacy and solvency remain one variable.

Why Axiacracy needs it

The whole rupture was that wage-tax finance fails as work vanishes. The fiscal base must therefore be re-founded on something that grows as automation grows, or the state simply starves in the middle of plenty. This § exists to name that base, captured rent, and to bind the state's solvency to its people's flourishing rather than to their labour.

Compared with other approaches

It is Henry George's single-tax on land rent, generalised to the whole rent-bearing substrate of the AI economy (George). Against income and payroll-tax states, whose base erodes as work is automated, and against regressive consumption/VAT reliance. The insight that distress ends the revenue, "if there be distress and want, the revenue comes to a perpetual end", is Confucius's (Confucius); the fund-from-rent-not-labour discipline is Machiavelli's (Machiavelli).
