Axiacracy, in plain words
Axiacracy is governance by the balance of value flows rather than by taxing earned labour. Citizens vote the relative weights of ten value axes. Publicly owned AI agents then apply published, versioned rules to sense imbalances and execute routine administration without a private career, patronage network, or financial interest to protect. They do not choose society's values, rewrite the Charter, or silently exercise coercion. Every consequential act is reconstructable and contestable; rights-affecting or coercive acts remain reviewable by an independent human court.
The problem: work and income are coming apart
For all of history, a simple rule held: you earned by working. States, in turn, funded themselves mostly by taxing that work. The AI industrial revolution breaks the rule. When machines do more and more of the producing, wages stop tracking the value created, and a state that lives on wage and payroll taxes slowly starves exactly as its people need it most. Patching the old system with bigger welfare cheques treats the symptom. Axiacracy changes what the state measures and how it funds itself.
The idea: govern by value, not by taxing labour
Instead of asking "how much money changed hands?", Axiacracy asks "how is the society's real worth doing?", across many dimensions at once. It reads that picture continuously, notices where things fall out of balance, and corrects the conditions, the floors, the ceilings, the price of harm, while leaving people free to live, choose, and create inside them. 2 · It captures what no one earned
Some wealth is earned by effort and invention; some is unearned rent, from land, monopoly, or raw computing power the commons created. Axiacracy leaves the earned alone and captures the unearned.
3 · It gives every citizen a claim and sets a floor
Every citizen holds a beneficial claim on the commons and the public share of automation. Realized commons yield pays a variable dividend; direct provision and capacity-bounded essential money keep the capability floor from disappearing when wages and market rent contract.
4 · It caps runaway concentration
A ceiling keeps power and wealth from piling up until they capture the state itself. It binds early and by rule, never as a weapon against a person.

Property, automation and choice
Money, private property and the possibility of becoming rich remain. What changes is the treatment of critical automation and exclusion. When automated capacity becomes infrastructure on which the capability floor depends, a pre-announced and compensated covenant places its controlling core in a citizen trust while private research, operation and minority investment continue. Earned entrepreneurial return is protected, innovation quasi-rent is temporary, and permanent unearned rent returns to the commons.
Property need not work for the state. A consequence begins only where prolonged exclusive idleness withholds a demonstrably scarce opportunity. Every household chooses a protected personal-property envelope; beyond it, an idle-asset charge rises with scarcity, excluded capacity and duration, encouraging lease and access before any purchase power is considered.
What it will never do
Axiacracy is not a planner and not a nanny. It does not tell you what to value, what to believe, or who to become; it does not seize the earned or run your business; it does not know "the Good" and never claims to. It sets the boundary conditions and frees the interior, the market keeps clearing, private life stays private, and an unsteered zone is deliberately left open for discovery and dissent. Value becomes something the state can act on only when the people vote it so, a declared social act, never a ruler's claim to know best.
A day under Axiacracy
Illustrative design fiction. This is a picture of the intended lived result, not a claim that the mechanisms have already produced it.
You wake with a floor beneath you: housing, healthcare, learning, and the time to use them are guaranteed, so no choice you make is made out of pure fear. Your work, paid or unpaid, a job or a craft or care for others, registers as value across more than one axis, not just a wage line. A variable dividend lands as the realized yield of your equal claim on land, data, compute and the public share of automation. If wage demand contracts, the floor does not wait for a tax receipt: essential access and carefully capacity-bounded settlement money carry claims to output that can actually be produced. Prices still tell you what things cost; markets still clear. But the price of pollution, of harm, of hoarding is now visible in what you pay, so the cheapest choice is more often the better one. Once a year you help weight what the country treats as worth. Nothing polices your thoughts; much protects your standing.
Common questions
Is this socialism?
No. It keeps private property in the earned, keeps markets, and refuses central direction of the economy. It collectivises only the unearned rent. It is a third position, neither capitalism-as-usual nor central planning.
Who decides what counts as "value"?
Effects are measured only where evidence supports measurement, and every result carries a published method, a confidence bound, provenance, and a route to challenge; their relative weight is set by a vote. The state never claims to know the Good, it executes a valuation the people have declared, under rules and rights it cannot override.
Isn't a state that senses everything a surveillance state?
It becomes one if steering and enforcement are allowed to share an unlimited personal dossier. Axiacracy separates them. Strategic sensing operates on aggregate, privacy-bounded cohorts. A person-level record may exist only where a specific legal function requires it, for example identity, a payment, title, an appeal, or adjudication, and must carry a declared purpose, access boundary, provenance, retention limit, and contestation path. No personal value score controls rights, the floor, or civic standing. The system measures flows and institutional effects; it does not rank souls.
Has anyone shown it can survive?
That is the point of the Simulation (MOS), not a utopia demo but a sabotage map that shows where the design holds and where it gets gamed, so the defences are built before launch.
