The apparatus, value-flows, not org-charts
The Axiacratic apparatus is a federation of publicly owned, independently implemented AI agents organised around value flows rather than ministries. They sense, reconcile, calculate, route, publish, and execute routine administrative acts under versioned rules. They do not possess private property, family interests, electoral ambitions, a career ladder, or a patronage network. Replacing discretionary bureaucracy with agents removes many motives and channels of abuse; it does not make power safe by magic.
Safety comes from architecture. No agent writes the values it applies, authors the measurement schema it executes, changes its own mandate, both senses and benefits from the same flow, or commands every coercive capability. Measurement schemas come from the independent public process in §8; agents expose the exact schema version, calibration evidence, confidence threshold, rule, case evidence, model, and software build behind every consequential act. An unreconstructable act is void.
Independent implementations cross-check one another, citizens can counter-annotate and appeal, and the Charter can halt an agent before optimisation crosses a protected boundary. The stack is public and polity-owned, never rented from a vendor whose success would make the state dependent on it.
What it means
Ask not "what are the ministries?" but "which value flow needs a custodian?" Each bounded flow receives a narrow, revocable, time-bounded, visible agent mandate. An agent neither sets the public weights nor authors the measurement schema it executes. It cites the exact schema version, calibration evidence, confidence threshold, published rule, case evidence, model, and software build behind every consequential act. A rights-affecting or coercive decision must be deducible from the general rule and case facts; a live Æ-reading of a person or cohort can never itself be the warrant. Independent human courts review disputes and can suspend the machinery, while citizens retain constituent authority over weights, mandates, and the Charter.
Why Axiacracy needs it
A human bureaucracy can convert public discretion into career, patronage, rent, and fear. An unaccountable algorithm can convert the same discretion into invisible, scalable error. Axiacracy rejects both. It uses agents to remove private incentives and automate legible administration, while making their code, authority, evidence, outputs, and failure modes public, bounded, plural, and contestable.
Compared with other approaches
It builds on Ostrom's polycentric, nested governance with monitors accountable to the governed (Ostrom) and North's institutions-vs-organizations, which retargets the anti-capture monitor onto organizational capture (North). The own-not-rented rule and the impartial-arbiter separation are Machiavelli's (Machiavelli); the impersonal corrector and the non-transferable ledger are Confucius's and Machiavelli's (Confucius). It rejects both the personalist ruler and the state outsourced to Big Tech. Who sets the weights it runs on is §8.
