The apparatus, value-flows, not org-charts
The state is described as value-flows, not org-charts. Its correcting apparatus is impersonal, every act imputed to the published rule, never to a face, so it builds no partisans, and its officers hold power divorced from private enrichment. It must be the polity's own, never a rented platform, because a competent borrowed sensor or enforcer captures its renter precisely by succeeding.
The reproach-generating coercion, rent-capture, ceiling enforcement, demurrage, is routed through a rule-bound arbiter, so resentment attaches to the impersonal instrument while the polity keeps the affairs of grace: rights, dividend, legitimacy. Sensing is broad and distributed under subsidiarity; the coercive footprint is narrow, keyed to chokepoints, and minimal-sufficient.
What it means
Ask not "what are the ministries?" but "where does value flow?" The apparatus is drawn as flows, rent to the commons, commons to the floor, the corrected market clearing the rest, not as an org-chart. Three properties define it. It is impersonal: a rent charge is imputed to the published rule, so there is no official to lobby or fear. It is the polity's own, never rented: the sensing and coercive machinery must be the society's own code and institutions, because a competent borrowed platform captures its renter precisely by succeeding. And it separates the rebalancer from the Charter: the rebalancer performs the reproach-generating coercion (rent-capture, ceiling enforcement), so resentment attaches to the impersonal instrument, while the polity keeps the "affairs of grace", rights, dividend, legitimacy. Why Axiacracy needs it
Whoever runs the apparatus is the prime capture target, and a personalised or rented apparatus is captured almost by definition, the first by the person, the second by the vendor. This § exists to make the machinery impersonal, owned, and structured so that no one, no official, no platform, no faction, can turn it to private ends.
Compared with other approaches
It builds on Ostrom's polycentric, nested governance with monitors accountable to the governed (Ostrom) and North's institutions-vs-organizations, which retargets the anti-capture monitor onto organizational capture (North). The own-not-rented rule and the impartial-arbiter separation are Machiavelli's (Machiavelli); the impersonal corrector and the non-transferable ledger are Confucius's and Machiavelli's (Confucius).
