Measurement, the load-bearing discipline

Measurement is where the doctrine lives or dies, and it is deliberately humble. Two things are kept strictly separate. Effects are measured: what a designated good or harm actually does is an objective, countable fact once the polity has named it. Weights are voted: how much each axis counts is a democratic choice, owned as political, never dressed up as science. Cardinality lives in the measured effect; aggregation lives in the vote.

Every reading is confidence-gated, the sensor emits a value and a confidence, and scales its correction by the second; radical uncertainty means a thin weight of evidence, not a low probability, and the state refuses to act on confident numbers resting on nothing. A large indication layer (statistics that inform private choice) sits over a small charge layer (corrections gated by democratic designation and a measurable effect, never a pre-existing price). And the categories themselves are audited: the rectification of names keeps every definition, rent, harm, floor, unearned, anchored to the truth of things, because a value-frame whose names drift ends in a public that can no longer tell what the state will reward or coerce.

What it means

Measurement is the doctrine's most careful move, and it turns on one separation. Take a carbon charge. Its magnitude rests on measured facts, the tonnes emitted, the damage they do, which are objective once the polity has designated carbon a harm. But how much the ecological axis counts against the economic is not a fact; it is a value, and it is voted, never derived from a formula. Effects are measured; weights are voted. A second example, confidence-gating: a shaky early signal earns only a small, reversible nudge, while a robust one earns a firm correction; the sensor emits a value and a confidence and scales its action by the second. A third, rectification of names: if "affordable housing" is defined loosely enough to count luxury units, every downstream policy mis-fires; keeping the category honest is itself an act of governance.

Why Axiacracy needs it

Measurement is where a value-governing state either stays honest or degenerates into a tyranny of metrics, Goodhart's law, that a measure optimised ceases to measure. This § exists to bound the sensor: to stop it faking a science of the Good (it only reads effects), to stop it acting on noise (the confidence gate), and to keep its very categories anchored to reality. It is the discipline that makes power-by-measurement survivable.

Compared with other approaches

Against technocratic optimisation, which claims to compute welfare and steer to it, the target of Mises's calculation critique, here answered rather than dodged (Mises). Against pure majoritarianism, which would vote on facts as well as values. Its named enemy is Goodhart's / Campbell's law. The rectification-of-names discipline is Confucius's, made a standing office (Confucius), and sharpened by Marx's account of how value-definitions decay into apologetics (Marx).
