The System › Part III · The Governing Principle
The governing loop
The operating loop is simple to state: sense the Æ-vector; detect where an axis or a cohort has left its band; correct the conditions, a charge, a floor, a ceiling, under general rule; and release, returning to a settled band rather than steering continuously. Corrections are batched and then allowed to settle, because perpetual re-litigation is itself a source of instability.
The hard part is physics, not intent. Delays between a correction and its effect produce oscillation; a high-leverage intervention pushed in the wrong direction does more harm than none. So the loop is damped, its interventions counter-cyclical, and its own frequency watched: a well-set frame trends toward fewer, smaller corrections over time, rising intervention is the signal of a mis-set frame, not of diligence.
What it means
The loop has four beats, sense → detect → correct → release, and one worked example carries it. The ecological axis drifts below its band as emissions climb; the sensor flags the drift with a confidence; under a standing general rule the carbon charge is raised; emissions fall back into the band; the charge settles. The subtle part is timing. If the charge lurches in response to noisy monthly data, it over-taxes then under-taxes then over-taxes, an oscillation that does more harm than the original drift. So corrections are damped, batched, and then left to settle. And there is a health metric hidden in the loop: a well-set carbon price needs fewer adjustments over time, rising intervention is a sign the frame is mis-set, not that the state is working hard.
Why Axiacracy needs it
A value-sensing state that corrected continuously and reactively would thrash the economy it means to steady, every sensor twitch becoming a policy shock. This § exists to make correction damped, batched, and self-limiting: governance that trends toward doing less, and whose success shows up as calm, not activity.
Compared with other approaches
The failure it guards against is the one control theory names, feedback with delay produces oscillation unless damped (the loop is, in effect, a well-tuned controller). It echoes critiques of hyper-activist central banking, which can amplify the cycle it chases. The physics of delay and "high leverage, wrong direction" is Meadows's (Meadows); the discipline of returning periodically to first principles is Machiavelli's renewal law (Machiavelli). The failure modes the loop must survive are catalogued in §22.
