Honest status and open problems
Nothing here is presented as finished. The doctrine carries its live wagers in the open rather than smoothing them over. Is unearned rent truly separable from productive surplus, or does taxed "rent" turn out to be relocatable wage-relation surplus? Does the entrenched discovery-frontier hold against a future majority armed with an ever-more-capable sensor? Can the correcting loop act inside the delay, exactly where it matters most? And the enactment precondition: no rule-set engineers good outcomes without the cultivated civic matter to enact it.
The agent-state wager. Replacing administrative officials with public AI agents removes many human incentives for patronage and private enrichment, but introduces software capture, correlated model failure, covert specification power, supply-chain compromise, and automation bias. The doctrine therefore treats agent plurality, reproducible builds, narrow mandates, public provenance, independent courts, and citizen override as load-bearing. Whether this architecture reduces abuse without merely hiding it in code is a central hypothesis for the simulation, not a solved claim.
These are stated as problems, not solved as slogans, because a doctrine that hides its open questions is the one most likely to fail on them.

Why Axiacracy needs it
A doctrine that hides its open questions is the one most likely to fail on them, and a doctrine offered to heads of state must be honest about the edges of its own knowledge. This § exists to carry the unsolved problems in the open, as wagers to be tested, rather than paper them over with confidence.
Compared with other approaches
The posture is Popper's open society and fallibilism, a serious doctrine states the conditions under which it would be refuted.
